Flood Risk & Sequential Testing

One Planning has experience of undertaking Flood Risk Sequential Testing for large scale developments. We work alongside engineers who undertake Flood Risk Assessments (FRA’s).  Flood Risk Sequential Testing If you are proposing to locate either housing or commercial development within Flood Zones 2 or 3 you may be required by the Local Planning Authority (LPA) and the Environment Agency to demonstrate a flood risk (PPS25) Sequential Test and an Exception Test. What does it involve? This will need to demonstrate that there are no other sequentially preferable sites which are either suitable and available which could accommodate the scale of development being proposed and meet its functional requirements.

If this cannot be demonstrated then the LPA will likely refuse the application.

One Planning can provide a professional assessment and, if required, undertake a Sequential Test and Exception Test. This would include liaising directly with the LPA and Environment Agency and agreeing/negotiating the geographical area of search over which the test is to be applied and the method used for comparing flood risk between sites, such as:

  • Environment Agency Flood Map
  • an up to date Strategic Flood Risk Assessment held by the Local Planning Authority
  • site specific Flood Risk Assessments where they are suitable for this purpose
  • another map or sources of flooding information not listed

In applying the Sequential Test we would compare the reasonably available sites identified with the application site in relation to flood risk; development plan status; capacity; and constraints to delivery including availability, policy restrictions, physical problems or limitations, potential impacts of the development, and future environmental conditions that would be experienced by the inhabitants of the development.
